Speaker Biographies

John Sciarretti, Novogradac & Company LLP

John Sciarretti is a partner in the Dover, Ohio, office of Novogradac & Company LLP where he specializes in the real estate finance, community development and renewable energy industries. Mr. Sciarretti has extensive financial experience working with businesses, including 20 years in public accounting and four years as an executive financial manager in industry. He consults with tax credit investors, syndicators and developers on structuring, financing and syndicating tax credits. He also advises clients on accounting, tax and regulatory matters. He has published articles, contributes NMTC content to the Novogradac Journal of Tax Credits and is a frequent speaker at industry events. Mr. Sciarretti earned a bachelor’s degree in finance and accounting from the University of Dayton and a master’s degree in taxation from the University of Akron. He is licensed as a certified public accountant in Ohio.

Gary Elkins, Elkins PLC

Gary Elkins founded Elkins, PLC in 1989. Mr. Elkins engages in a broad-ranging general business practice, including real estate development, federal and state tax credits, partnership, corporate and securities matters, mergers and acquisitions. He is a commercial litigator, experienced in tax-related litigation, administrative alternatives for resolution of tax disputes through the Internal Revenue Service appeals procedures, and bankruptcy litigation.
Mr. Elkins represents both privately and publicly held companies with respect to recapitalizations, corporate finance and federal securities law compliance. He has served as an arbitrator of securities disputes for the New York Stock Exchange and has been retained on numerous occasions as an expert witness in securities law and tax litigation matters. He has also served on the Securities Law Committee of the Young Lawyer’s Division of the American Bar Association.
Mr. Elkins represents and advises public entities and private developers in major real estate developments. Mr. Elkins is nationally recognized for his expertise with respect to federal tax incentives, including Historic Rehabilitation Tax Credits, conservation contributions (facade easements), and low income housing tax credit(s), New Market Tax Credits and real estate syndications and tax representation of historic property development on a nationwide basis. He has served either as general counsel or special tax counsel for most of the residential real estate developments presently located in the Historic Warehouse District in New Orleans. Most recently he assisted in the drafting of the newly adopted Texas State historic tax credit statue, and currently represents a number of new developments that are utilizing the credit.

Mike Saad, Squire Patton Boggs

Michael Saad focuses his practice on corporate banking, real estate, real estate finance, joint ventures, equity funds, low-income housing tax credits, new markets tax credits, rehabilitation tax credits, community development and government-financed housing law.
Mr. Saad led the firm's Real Estate Practice Group for a number of years and has served on its management committee. He is listed in Chambers USA, has been listed in The Best Lawyers in America since 1995 and has been named an Ohio Super Lawyer. For his service as general counsel to the company since its inception in 1989, Mr. Saad received Ohio Capital Corporation’s Founder’s Award.
His experience includes representing equity investors, financial institutions and other lenders and developers in a variety of debt, equity and mezzanine financings and syndications, as well as the acquisition and development of real estate.

John Bowman, Foss and Company

John Bowman joined Foss and Company in June 2014. He focuses primarily on sourcing federal and state historic rehabilitation tax credits (HTCs) for the various Foss Historic Funds or as one off placements to our corporate investors. He practiced law with Balch & Bingham LLP for 10 years. Mr. Bowman was a partner in the firm specializing in real estate, bankruptcy, and both general and business litigation. In 1999 John left the practice of law, though he maintains his membership with the Alabama State Bar, to take a position as vice president with Guilford Capital Corporation. At Guilford, he helped create the Historic Tax Credit division which created historic tax credit investment funds for both Regions Financial Corporation and Fannie Mae. In 2002, John accepted the position of President of the Small Deal Fund LP (SDF) with Tax Credit Capital LLC (TCC). During his tenure at TCC, John oversaw the development of 13 tax credit investment funds. Mr. Bowman received a bachelor’s degree and juris doctor from the University of Alabama in 1986 and 1989, respectively. He works out of our New Orleans office.

Phill Geheb, Munsch Hardt Kopf & Harr, PC

Phill Geheb is an associate in the Real Estate section of the Dallas office of Munsch Hardt Kopf Harr. Mr. Geheb represents Fortune 500 companies, developers, REITS, financial institutions, investors and public bodies in complex real estate and development transactions involving public-private partnerships, EB-5 investments, tax credit finance (including new markets tax credits and federal and state historic tax credits), municipal bonds, and traditional equity and debt financing.

Mr. Geheb specializes in high density mixed-use, hospitality, entertainment, and transit-oriented development projects that require coordination between public bodies, private investors, EB-5 investments, mortgage lenders, and development partners. Mr. Geheb also has expertise representing public bodies constructing and financing infrastructure projects to support economic development initiatives.

Through his representation, Mr. Geheb has facilitated a broad range of real estate transactions including purchase and sale agreements, easements, leases, redevelopment agreements, loan agreements, operating and joint venture agreements, development agreements, construction contracts, private placement memorandums and other EB-5 investment documents.

Prior to practicing law, Mr. Geheb was a Teach for America corps member in Philadelphia, Pennsylvania where he taught middle school math for two years and remains active with education reform groups in Dallas. Mr. Geheb was also awarded the prestigious Gates Cambridge Scholarship in 2005 where he studied social capital in socially excluded communities at St. John' s College at the University of Cambridge in England.
Mr. Geheb is an active contributor to DFW REimagined and frequently publishes on topics regarding urbanism, developments in Dallas/Fort Worth, sustainability, and education reform for D Real Estate Daily and other outlets.
